Malaysia arrests hundreds ahead of democracy demo

KUALA LUMPUR - Malaysian police arrested more than 400 people on Saturday and used tear gas as a massive lockdown was imposed on the capital to thwart an opposition-backed rally demanding electoral reforms.

Police spokesman Ramli Mohamed Yoosuf told AFP the arrests were made from midnight around Kuala Lumpur. Police have declared the protest illegal, warning of chaos in the streets.

"They were arrested mainly for illegal assemblies around various points in the capital," Ramli said, insisting that no violence used in the 441 arrests.
Despite the detentions, about 1,500 people, many of them shouting "Reformasi" (Reforms) and "God is Great" marched towards a mosque near the downtown Merdeka Square, an AFP reporter saw.

About 300 others who gathered at a railway station were dispersed by police who shouted and ordered them to leave, resulting in scuffles and shouting as some who resisted were put into police vans, an AFP photographer said.

Downtown Kuala Lumpur, normally a hive of activity on weekends, was deserted as major roads into the commercial and tourist district were sealed off.

Hundreds of policemen, many armed with batons and anti-riot gear and backed by water cannon, have been deployed in strategic locations around the capital. Several shops in the main shopping and commercial district surrounding the landmark 88-storey Petronas Twin Towers were closed.

Public transport plying city routes was diverted, while long-distance buses were halted at terminals outside Kuala Lumpur.

Fears of violence have been highlighted because of plans by pro-government groups to hold a counter-rally.
The police barricades created huge traffic jams overnight as officers checked every vehicle for protesters attempting to sneak in ahead of the rally, which comes ahead of polls due by early next year.

"The police will take whatever action within their power to guarantee that safety and public security is maintained in this country," federal police chief Ismail Omar warned late Friday.

But rally organisers said they will not back down and would gather outside the iconic Merdeka Stadium in downtown Kuala Lumpur at around 0600 GMT in the hope police would allow them to enter the stadium to preserve safety.

The protest is spearheaded by Bersih, a broad but loose coalition of groups, including non-governmental organisations and opposition political parties.

The demonstrators want reforms that will prevent some people being allowed to vote several times during elections.

The opposition made major gains in 2008 elections against the ruling Barisan Nasional coalition but said they could have won more if elections rules were fair.

Prime Minister Najib Razak has defended tough police action against the rally and denied Malaysia was moving away from democracy.

Before Saturday's roundup, around 230 people had been arrested since June 25, including six under a strict security law that allows for detention without trial.

The last rally in 2007 demanding electoral reforms organised by opposition parties attracted about 50,000 protesters.

Malaysia's next elections are widely expected to be called early next year, with the opposition aiming to end Barisan Nasional's half a century rule and the ruling party also hoping to recover from its losses.

Nazri Aziz: Patriot Pemuda Umno juga haram macam Bersih

KUALA LUMPUR, 8 Julai — Datuk Seri Nazri Aziz (gambar) mengesahkan “Patriot” yang digerakkan oleh Pemuda Umno juga sebuah pertubuhan haram seperti Bersih 2.0 dan sewajarnya tertakluk kepada tindakan ditahan polis.

Menteri di Jabatan Perdana Menteri memberitahu The Malaysian Insider bahawa tidak akan ada pilih kasih dalam soal itu memandangkan kedua-dua kumpulan tersebut tidak didaftarkan dengan Pendaftar Pertubuhan.
“Sudah tentu mereka (Patriot) haram. (Peruntukan) undang-undang ini mudah. Di negara ini, jika anda mahu menubuhkan sebuah pertubuhan dan diiktiraf sebagai satu pertubuhan, anda kena mendaftar dengan Pendaftar Pertubuhan,” kata beliau ketika dihubungi.

Oleh kerana Patriot bukan merupakan badan yang didaftarkan, kata beliau, ahli-ahlinya sepatutnya sudah ditahan jika mereka telah mengadakan perhimpunan atau majlis di bawah nama itu.

“Polis boleh menahan mereka, ya. Tiada pilih kasih. Patriot bukan (badan) didaftarkan dan tidak boleh melakukan apa-apa di bawah namanya,” kata beliau.

Berkuat kuasa 1 Julai lalu, kerajaan telah mengharamkan Bersih 2.0 yang merupakan gabungan dianggotai 62 pertubuhan bukan kerajaan.

Lebih 200 orang telah ditahan kerana mengadakan aktiviti atau menyertai program anjuran Bersih 2.0 di seluruh negara sejak lebih dua minggu lalu.

Patriot Pemuda Umno merupakan kempen pihaknya mengadakan perhimpunan balas menentang Himpunan Bersih 2.0 esok.

Begitu juga Perkasa yang melancarkan Gerakan Aman 9 Julai. Bersih 2.0 meskipun sudah diharamkan dan telah dilarang mengadakan perhimpunan aman di Stadium Merdeka, mereka bertekad meneruskan usaha mereka esok.

Government cannot stop us, says Bersih

KUALA LUMPUR, July 8 — Bersih has insisted that the government has no right to stop its rally at Stadium Merdeka tomorrow despite last-minute attempts to secure the venue coming to nought.

The electoral reforms movement also called for Malaysians to show their patriotism and stand up against what it called the lack of principle shown by the Najib administration.

“No government agency has any right whatsoever to prevent Malaysians from exercising their freedom of movement and access to our capital city.

“Malaysians have now seen the degree of paranoia and lack of principled leadership that seems to have gripped the government. It is imperative that patriotic Malaysians rise now and take this stand together to save Malaysia from slipping further into this insane darkness,” it said.

In a statement released this evening, the coalition of 62 NGOs accused the authorities of putting “obstacle after obstacle where they only needed to provide sincere cooperation to win the trust and confidence of the people.”

“Half-hearted offers of stadiums, arrogance regarding meetings, denials of permits, arrests, detentions ... we feel that we have done all that is humanly possible to demonstrate sincerity and good faith in dealing with the government — but we have only been met with reversed decisions and stone walls,” it said.

Dang Wangi police told the movement today that it would not allow the gathering to be held at the stadium, a day after city police had obtained a court order barring 14 of its leaders along with 77 others from Umno Youth, Perkasa and Pakatan Rakyat (PR) from entering the capital tomorrow.

Cabinet ministers and the police have told Bersih to take its rally outside Kuala Lumpur despite the coalition accepting on Tuesday the government’s offer to move its street protest to a stadium.

Prime Minister Datuk Seri Najib Razak’s offer came after the Yang di-Pertuan Agong had stepped in on Sunday to defuse tension by advising Putrajaya and Bersih 2.0 to hold consultations over the issue of free and fair elections.

But the Najib administration still considers the movement illegal and the police have continued to make arrests in connection with the rally, most of which revolve around yellow T-shirts with the word Bersih emblazoned on them.

The police have also promised that they will act against any Bersih-related activity, even up to Saturday’s rally as long as it was still not a legally registered outfit.

“The Bersih 2.0 leadership reiterates our own unyielding commitment to our shared cause, and to being at Stadium Merdeka at 2pm tomorrow. We will meet at the car park, and trust that the doors will be opened for us,” Bersih added.

PAS threatens second protest if detainees not released in 24 hours

KUALA LUMPUR, July 9 — PAS is now threatening to mobilise a million people to mount a second protest against the police if all those detained during today’s mass rally are not released within 24 hours.

PAS deputy secretary-general Dr Syed Azman Syed Ahmad Nawawi told reporters outside the KL Hilton hotel here that protestors will converge on the Bukit Aman police headquarters and the Jinjang police station if the hundreds who were arrested this afternoon are released unconditionally.

Among the notable personalities detained are Bersih 2.0 chairman Datuk Ambiga Sreenevasan, PAS president Datuk Seri Abdul Hadi Awang, his deputy Mohamad Sabu, vice-presidents Datuk Mahfuz Omad and Salahuddin Ayub, and a number of other Pakatan Rakyat (PR) and Bersih 2.0 leaders.

As at 2.30pm today, police confirmed that they have arrested 672 people during the march, including even Umno Youth chief Khairy Jamaluddin and the wing’s committee member Lokman Adam.

Those arrested were picked up at various checkpoints across the city when today’s march descended into chaos as police fired tear gas canisters and water cannons at the tens of thousands of people who gathered in support of Bersih 2.0’s call for electoral reform.

“PAS is giving the government, the police 24 hours to free our president. We warn the prime minister, the police chief, that Malaysians, PAS members and supporters, PR members and supporters demand the immediate release of Datuk Seri Abdul Hadi and every detainee, including Bersih chairman Datuk Ambiga.
“If not, one million people will come together,” Syed Azman said.

PKR vice-presidents Nurul Izzah Anwar and N. Surendran, who were also present at the ad hoc press conference, accused the police of using violence on peaceful protestors, noting that many leaders had sustained injuries during their march.

Nurul Izzah pointed out that Shah Alam MP Khalid Samad had head injuries after he was hit by a tear gas canister. She said her father Datuk Seri Anwar Ibrahim’s bodyguard was also hurt.

“The police, under orders from the home minister as well as the PM, fired tear gas canisters directly at all the leaders of PR, specifically Datuk Seri Anwar Ibrahim... that’s how his bodyguard sustained injuries on his cheek.

“My sister, Nurul Imman, has also been arrested,” she said.

She insisted that marchers had been walking peacefully and had no intention to harm the armed riot police keeping close watch.

“We were not rioting, we were walking peacefully. I want to remind the home minister, the PM that we want to implement free and fair elections... For God’s sake search within your conscience and do the right thing. It is not too late,” she said.

Surendran said the police’s act of firing canisters without first warning the marchers was illegal and was likely an attempt to “kill, maim or injure”.

“No dispersal order was given, no time was given. The people were peaceful. They were just walking through the tunnel and immediately they (the police) took aim and just started shooting,” he said, referring to the march by Bersih 2.0 and PR leaders from KL Sentral to Stadium Merdeka earlier.

Ex-US envoy accuses Najib of undermining King

KUALA LUMPUR, July 8 — Former US ambassador to Malaysia John Malott today accused the Najib administration of “demonising” citizens asking for free and fair elections by using all the powers at its disposal, including the armed forces.

In today’s online Wall Street Journal (WSJ) article titled “Running Scared in Malaysia”, Malott hit out at the Malaysian government, saying it “has pulled out all the stops to prevent an opposition rally this weekend”.

“Mr Najib has undermined the authority of the King, who gave Bersih and its concerns credence by meeting with its leadership and calling for a negotiated solution,” Malott (picture) said, expressing in strong words his views of the current administration.

Coming on top of an earlier WSJ opinion piece published a few days ago, the ex-envoy’s criticism in the influential international paper is expected to have an effect on the country’s relations and investments globally.
“This week, army units conducted crowd-control exercises with banners that said, ‘Disperse or we will shoot!’ The police set up roadblocks and arrested Malaysians simply for wearing yellow T-shirts, the signature colour of Bersih, a coalition of 62 non-governmental organisations, that demands changes in Malaysia's electoral system,” Malott said in his article, noting that over 250 Bersih supporters have been arrested by the police, claiming that they are “waging war against the King.”

The ex-envoy also highlighted that Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin had stepped into the fray to defuse tensions by calling on both Prime Minister Datuk Seri Najib Razak and Bersih to resolve their differences in a spirit of harmony and co-operation for the good of the nation.

Malott, who was the US ambassador to Malaysia from 1995 to 1998, remarked that such a move had never before been taken by the King.

He said that Najib had reneged on his offer to Bersih to hold its rally in a stadium despite the audience with the King and that Bersih’s leader, Datuk Ambiga Sreenevasan, is adamant to continue the rally at the iconic Stadium Merdeka after her meeting with Tuanku Mizan.

“Despite the government's intimidation, thousands of Malaysian citizens of all races and religions are expected to exercise their constitutional right to assemble and call for free and fair elections,” he said.

Malott noted that the political situation in Malaysia is changing daily and appears to have become so volatile that “nobody knows what will happen tomorrow”.

He said Bersih’s main issue is not freedom of assembly but the fairness of Malaysia’s democratic process and the electoral reform movement, which Putrajaya has declared illegal, wants to know “how anyone can be opposed to free and fair elections”.

“It’s an easy question to answer. The United Malays National Organisation [Umno], of which Mr Najib is president, is the longest continuing ruling party in the world, and it is running scared,” he said.

He said unless electoral reforms are made as Bersih has demanded, “we will never know”.

“Tomorrow's protest represents a brave step in what not just Malaysians but also the international community should hope will begin the country’s transition to full democracy,” he added, and urged Najib to “display his own courage and ensure that a peaceful rally that seeks the fundamental rights of democratic peoples everywhere does not turn into a bloody confrontation”.

More cities hold Bersih rallies

KUALA LUMPUR, July 9 — Malaysians in cities across the world will rally today in support of the Bersih 2.0 movement to demand free and fair elections, even as authorities threaten to snuff out the group’s march here.

What was started as a street rally in Kuala Lumpur later spawned the Bersih 2.0 Global Solidarity Network, which encourages Malaysians abroad to add their voices to the movement.

The movement kicked off earlier today with rallies in Melbourne, Australia and Wellington, New Zealand, both beginning even as authorities attempt to stifle Bersih’s own rally in Kuala Lumpur.

“Malaysians have the constitutional right to peaceful assembly and freedom of speech in keeping with international human rights norms,” spokesman for Global Solidarity Network Nathaniel Tan yesterday said in a statement today.

“We support Bersih 2.0’s eight points for electoral reform and call in addition for a ninth: Suffrage for Malaysians residing abroad,” he added.

For two weeks, organisers around the world have been busy setting up group pages on social networking site Facebook in support of Bersih 2.0’s call for electoral reform.

Support groups have been set up in Australia, New Zealand, Japan, France, Ireland, Sweden, Hong Kong, Switzerland, Scotland, Canada and the United States.

BERSIH tetap berhimpun di Stadium Merdeka esok

Gabungan Pilihan Raya Bersih dan Adil (BERSIH 2.0) tetap akan berhimpun di Stadium Merdeka esok.
Dalam satu kenyataan yang dimuat-naikkan di laman sosialnya di Facebook, BERSIH 2.0 berkata tidak kira sama ada kerajaan memilih untuk menjadi munasabah ataupun tidak, orang ramai  teguh dengan pendirian melaksanakan hak mereka sebagai rakyat yang patriotik.

“Kami akan berhimpun secara aman dan jumpa anda di Stadium Merdeka,” petik kenyataan itu.
BERSIH 2.0 juga kecewa dengan tindakan pihak berkuasa mengenakan perintah larangan daripada mahkamah untuk menghalang 91 individu daripada berada di Kuala Lumpur esok.

“Ini melambangkan penafian kebebasan untuk bergerak. Mereka yang berkuasa lupa bahawa ibu negara kita, seperti tempat-tempat lain di negara yang kita cintai dimiliki oleh rakyat dan bukannya oleh kerajaan.

“Tidak ada sebab bagi mengharamkan sesiapa sekalipun daripada memasuki ibu negara. Kami telah nyatakan berulang-kali bahawa BERSIH 2.0 cuma ingin melaksanakan hak perlembagaan untuk berhimpun secara aman bagi menuntut pilihan raya yang bersih dan adil.”

Semalam, timbalan ketua polis Kuala Lumpur Senior Asisten Komisioner Datuk Amar Singh Ishar Singh berkata, pelanggaran perintah berkenaan merupakan satu kesalahan di bawah Seksyen 188 Kanun Keseksaan.

"Perintah larangan ini adalah untuk mengelakkan dari perbuatan yang boleh mengganggu ketenteraman awam atau mendatangkan bahaya kepada nyawa atau keselamatan manusia," katanya.
Daripada 91 individu yang dilarang memasuki Kuala Lumpur esok, seramai 66 orang adalah dari kumpulan BERSIH 2.0 termasuk pengerusinya Datuk Ambiga Sreenevasan dan beberapa ahli jawatankuasa pemandunya.

Manakala ahli politik yang Pakatan Rakyat terdiri daripada Mursyidul Am PAS, Datuk Nik Aziz Nik Mat, presidennya Datuk Seri Hadi Awang, timbalannya Mohamad Sabu.
Turut dilarang adalah Ketua Pembangkang Datuk Seri Anwar Ibrahim dan pemimpin veteran DAP Lim Kit Siang.

BERSIH 2.0 juga berkata kerajaan telah gagal memahami bahawa gabungan 62 NGO itu bukan mengenai mana-mana individu tetapi memperjuangkan pilihan raya yang bersih dan adil, “Tidak kira seteruk mana kami ditekan dan dihambat atau didakwa, suara aman rakyat akan kedengaran di Kuala Lumpur pada 9 Julai ini,” kata BERSIH 2.0.

Menurut gabungan yang diharamkan oleh kerajaan itu, belum terlambat bagi Perdana Menteri Datuk Seri Najib Razak untuk bertindak sebagai seorang negarawan dan menghentikan segala hambatan yang sering-kali dilakukan oleh seseorang diktator.

“Bekerjasamalah dengan BERSIH 2.0 bagi memastikan perhimpunan aman di Stadium Merdeka dan situasi menang-menang bagi semua pihak,” katanya.

Ambiga released, says Malaysians no longer afraid

KUALA LUMPUR, July 9 — Bersih chief Datuk Ambiga Sreenevasan was released by police at 6.30 this evening and declared that Malaysians have shown courage in the face of government intimidation.

She said the “amazing” turnout was a sign that “we do not want to be bullied anymore. Rough intimidation does not work anymore.”

The former Bar Council president also said Bersih has become more than just an electoral reform movement and now represents the public’s wish for a mature democratic process.

“I would not say it is mission accomplished because Bersih is not just about electoral reforms anymore. The public is now aware of abuses and acts of intimidation,” she said.

Ambiga (picture) was arrested by police as she and several Pakatan Rakyat (PR) leaders attempted to march towards Stadium Merdeka from the Kuala Lumpur Hilton this afternoon.

Police earlier also fired tear gas at the group as they tried to force their way past a police barricade.
She said that police had fired at the group from both the front and back as they were in a tunnel, trapping the group in thickening billows of gas. “It was completely unnecessary, there was no need to stop us that way,” she said.

The government had declared the movement illegal less than 10 days before today’s march. It also told the coalition of 62 NGOs on Thursday to move its gathering outside Kuala Lumpur despite Bersih already accepting Prime Minister Datuk Seri Najib Razak’s offer to move its street rally to a stadium.

Bersih 2.0 leaders led by national laureate Datuk A. Samad Said had claimed that 50,000 people turned out in support of their movement despite being unable to hand their memorandum to set up a royal commission to look into electoral reform to the Yang di-Pertuan Agong.

Ambiga told reporters after her released that pursuing the royal commission would be the movement’s next step and it would demand that the Najib administration do so before calling a general election.

Blocking Bersih has hurt BN, says deputy minister

KUALA LUMPUR, July 9 — A Barisan Nasional (BN) deputy minister lamented today the failure of the ruling coalition to discuss terms with the outlawed Bersih 2.0, whose supporters have amassed in the city by the tens of thousands despite a police lockdown of the capital.

Datuk Saifuddin Abdullah told The Malaysian Insider that the government “should have discussed the proposal on how to address a peaceful assembly” as recommended by the Human Rights Commission (Suhakam).

“In terms of political communication, we have lots of repair to do,” the deputy education minister said.
Although he agreed that a stadium gathering was better than marching in the streets, the Temerloh MP said he disagreed with “some who generalise that once done on the road, it will lead to havoc, because many road demos go peacefully.”

The electoral reforms movement agreed earlier this week to move today’s street rally to a stadium after Datuk Seri Najib Razak had made such an offer on Monday.

This came after the Yang di-Pertuan Agong had stepped in to defuse tension on Sunday, calling for the Najib administration and Bersih to negotiate over the issue of free and fair elections.

However, despite the coalition of 62 NGOs accepting the prime minister’s offer, both BN leaders and the police told to move its rally outside of the capital, citing security and congestion issues.

Bersih remained adamant heading towards Stadium Merdeka, resulting in over 500 arrests so far as tens of thousands are now converging on the historical venue.
